Use the micro-USB cable (include) to charge your power bank.
Charge at least 8 hours for the first time

When the power bank is fully charged, all 4 LED lights are on
To turn on the makeup lights, press down the on/Off button for about 2/3 seconds.
To turn Off the makeup lights, press down the same button again for about 2/3 seconds.
